Kate is a Director with M&J with significant experience in transformational and operational change management assessments. Her experience includes both comprehensive assessment of all local government functions/departments, as well as in-depth business process and functional analysis assessments of individual government departments. Kate also has experience in working with local governments on comprehensive grants management and internal controls strategies.

Prior to coming to M&J, Kate spent ten years as a Director in Georgia state government serving in C-level positions overseeing finance, budget, special strategic projects, customer service initiatives, and program delivery. While with the state, Kate was responsible for overseeing the administration of nearly $80 million annually in grant funds to local government and not-for-profit agencies across Georgia. Her responsibilities included overseeing Federal funding budgets and financial reporting, grants management, federal financial and internal controls subrecipient monitoring, customer service, and program delivery and performance for a variety of state and federal funding sources, including USDOL, USDOE, and USDOD funded programs.

Kate has also worked with a variety of state and local government entities on operational and organizational assessment and change management, working to design and improve internal controls, grants management practices, financial reporting processes, and assisted in updating policies and procedures to ensure state and federal regulatory compliance.

Kate’s leadership and project management experience includes business process redesign, functional optimization, strategic planning, organizational assessment and design, customer service delivery strategies, change management, operational efficiency, and performance management. She has significant experience assessing functional and service delivery performance, assessing budgetary workflows and functions, creating future operating models, and implementing successful change.

Kate is a “Double Dawg” with both an undergraduate degree and a Master’s in Public Administration from the University of Georgia.
